Abstract:
DE: Das BMBF geförderte, interdisziplinäre Projekt KAHR (Klimaanpassung, Hochwasser und Resilienz) begleitet den Wiederaufbau in den Gebieten in Deutschland, die von dem Hochwasser im Jahr 2021 betroffen waren. In dem Rahmen des Projekts wurde eine Kontextanalyse durchgeführt, die wesentliche Faktoren identifiziert und analysiert, die den Wiederaufbau beeinflussen. Der theoretische und konzeptionelle Hintergrund basiert dabei auf dem Ansatz der "Hydrosozialen Territorien", der die Wechselwirkung und den Zusammenhang zwischen Wasser, Gesellschaft und Raum in den Vordergrund stellt (Boelens et al. 2016). Ein Fokus der Kontextanalyse liegt auf der Rolle von sozialen Infrastrukturen im Wiederaufbauprozess. Mit Vertreter:innen von sozialen Infrastrukturen wurden in zwei Erhebungswellen semi-strukturierte Leitfadeninterviews durchgeführt um zu ermitteln, wie soziale Infrastrukturen zur Resilienz der Gemeinschaften beitragen und welche Herausforderungen und Chancen im Wiederaufbauprozess bestehen. Zusätzlich wurde die Perspektive der sozialen Infrastrukturen durch die von Wasserbehörden, Verwaltung und anderen Institutionen ergänzt. Die Ergebnisse und Erkenntnisse sollen dazu beitragen, zukünftige Wiederaufbaustrategien zu verbessern und zur Entwicklung von resilienten und klimaangepassten Lösungen beizutragen sowie die Bedeutung sozialer Infrastrukturen in der Bewältigung von Naturkatastrophen besser zu verstehen. Aus dieser Studie sind 40 Interviewtranskripte für die Nachnutzung verfügbar.
EN: The BMBF-funded, interdisciplinary project KAHR (Climate adaptation, Floods and Resilience) is supporting the reconstruction process in the areas in Germany that were affected by the flood in 2021. As part of the project, a context analysis was carried out to identify and analyse central factors influencing the reconstruction. The theoretical and conceptual background is based on the "hydrosocial territories" approach, which emphasises the interaction and connection between water, society and space (Boelens et al. 2016). One focus of the context analysis is on the role of social infrastructures in the reconstruction process. Semi-structured guided interviews were conducted in two waves with representatives of social infrastructures in order to determine how social infrastructures contribute to the resilience of communities and what challenges and opportunities exist in the reconstruction process. The perspective of social infrastructures was complemented by that of water authorities, administration and other institutions. The results and findings are intended to help improve future reconstruction strategies and contribute to the development of resilient and climate-adapted solutions as well as to better understand the importance of social infrastructures in coping with natural disasters. From this study, 40 interview transcripts are available for secondary use.
